TITLE: Regional Programs Officer
EXEMPTION STATUS: Exempt
BASE RATE: $125,000 + Depending on Experience (DOE)
SUMMARY:
The Regional Programs Officer (RPO) oversees assigned regional program departments of the organization including Mental Health & Trauma Treatment, and Justice Services. Reports to Executive Director and ensures quality improvement, pursues program growth, and develops new program opportunities. Responsible for overseeing all identified program operations in accordance with Interface goals, objectives, and its strategic plan. Directs new program-specific grant production including program design, coordination, planning, supervision, quality control, contract compliance, and general operational administration.
The RPO will direct the development of strategic relationships with funders, academic institutions and public and private leaders connected to the agency’s mission. This position requires a candidate who is an experienced administrator, community organizer, and with expertise in prevention and integrated program approaches.
The RPO must be able to work effectively with agency leaders and leadership from a wide variety of public and private partners at the local, state, and national level. This includes leading and/or facilitating community and systems change efforts.
DUTIES:
- Set service and quality standards and oversee leadership for all named programs and departments.
- Hire/terminate, supervise, train, and evaluate Program Directors.
- Design and oversee all Ventura County and regional programs aligned with the Interface Strategic Plan, including fund development requirements as identified in collaboration with the Executive Director.
- Executes the agency evaluation system, quality improvement, training, and programmatic fidelity monitoring in coordination with the Evaluation Director.
- Evaluate programmatic weaknesses and work closely with appropriate personnel for problem resolution and/or program and department re-design.
- Responsible for the coordination of the overall planning, proven-practice program design and needs assessment of individual programs, including the integration of internal evaluation data and external feedback for future program improvements.
- Coordinate the development of annual program plans and budgets with Program Directors.
- Participate in recommendations and advise on agency outcome reports.
- Establish and maintain liaison relationships with Officers Team members (CFO, CHRO, CDO, RPO and Community Information Officer) to ensure good communications and cooperative programming on behalf of Program Directors that report to the RPO.
- Act as liaison with governmental agencies, funders, the community and the public relative to funding, contracts, and service delivery.
- Facilitate/lead strategic meetings, workshops, planning processes and other events.
- Participate as a member of the agency Officers and Executive Teams in the development and implementation of organization-wide policies and programs that will contribute to Interface’s overall success. Represent Interface at local, state, and national leadership levels.
- Coordinate the preparation of Federal, State, County and City grants and contracts for program funding.
- Coordinate the preparation of all funding source and contract compliance reports with the CFO.
- Evaluate components of all “client service” departments on a regular basis to ensure compliance with contractual and budgetary obligations, efficiency of operation and quality of service.
- Lead program-specific funding production including governmental, foundation and private funding sources, from concept to application writing to implementation.
- Other duties as assigned.
TRAVEL REQUIREMENTS: Local, state, and occasional national travel is required on an as-needed basis.
QUALIFICATIONS:
Requires a MA/MS in Human Service or related field; Ph.D. preferred or equivalent experience. Requires a minimum 5-year related program management and project evaluation experience in community-based agencies or related fields with responsibilities in areas of supervision, “client service” oriented program development/management and proposal writing, ideally in the mental health and justice system fields. Must have working knowledge of problems affecting families and understanding of human service resources and their community-based application. Excellent oral and written communication skills. Excellent interpersonal and organizational skills. Experience in organizational capacity and/or network building at a regional or statewide level. Ability to communicate effectively with staff and public, write effectively, and successfully manage multiple community-based programs are essential to the position. Knowledge of development, implementation, and evaluation of prevention systems and services. Skill in preparing special reports, and effectively presenting organizational, demographic, and statistical information to public and professional audiences. Knowledge of budgeting analysis, grant writing, team building, statistics, problem solving, systems development and information systems. Knowledge of best practice programs preferred. Project development and implementation, strategic planning, training, and clinical experience are useful, as is experience working as a member of a collaborative team. Proficiency of Microsoft Office, Word, Excel, Outlook, and Power Point. Successful background and criminal clearance required. Valid California driver’s license, auto insurance and maintain an acceptable driving record as required by our insurer. Bilingual, bicultural Spanish-English preferred.
