Anti-Trafficking Street Outreach Coordinator
Bilingual Spanish REQUIRED
Exemption Status: Non-Exempt, Full-Time – 40 hours
Hourly Rate: $19.00 with $1.00 Bilingual incentive upon certification
This position will be based in the Camarillo office, however, employee will be expected to work at
their assigned worksite in various locations across Ventura County as needed.
OVERVIEW
This position is part of the Human Trafficking Initiatives team and reports to the Human Trafficking
Initiatives Program Manager. The Street Outreach Coordinator is responsible for implementing a
comprehensive outreach strategy that targets vulnerable populations at-risk of human trafficking,
including the unhoused population, migrant and fieldworker communities, and others. This
position is responsible for conducting community-based outreach to individuals experiencing or at risk
of experiencing human trafficking throughout Ventura County. This position will serve as a
resource and referral channel to empower and support individuals by providing information and
helping access resources. The Street Outreach Coordinator serves as a Human Trafficking
Caseworker pursuant of CA Evidence Code 1038.23 as well as a Domestic Violence Counselor
as stated in CA Evidence Code 1037.1. This position reports to multiple Interface locations and is
predominately based out in the community.
DUTIES
1. Identify target populations and provide direct outreach to exploited individuals. Conduct
screening and assessments to determine if human trafficking is present.
2. Develop rapport and build trust with individuals experiencing or at risk of experiencing
human trafficking to appropriate resources and information that will provide access to
safety and freedom from exploitation.
3. Represent the department and agency at community meetings, taskforces, councils, work
groups or outreach events as needed, as well as fostering relationships with partnering
agencies both locally and along the Central Coast of California.
4. Provide crisis counseling and culturally and linguistically appropriate assistance to potential
victims identified through outreach and referral sources.
5. Complete program documentation, statistics and evaluations promptly including
pre- and post-evaluation, volunteer activities, outreach events and community
involvement.
6. Develop and maintain appropriate relationships and boundaries with clients, colleagues,
and partnering agencies.
7. Respond immediately by phone or in person to victims and other callers through crisis
hotline and provide crisis counseling, information, and appropriate referrals.
8. Serve as a mandated reporter of child and elder abuse as required.
9. Other duties as assigned.
QUALIFICATIONS
Minimum qualifications include a bachelor’s degree in victimology, psychology, sociology, criminal justice, or
related field, or equivalent work/volunteer/lived experience with crisis intervention, outreach, or advocacy.
Bilingual fluency in English/Spanish is required, including both oral and written communication. Bilingual testing
will be provided by Language Testing International and is required within the first 30 days of employment with
scoring and certification at Advanced level or above. Ability to handle emergency/crisis situations and handle
multiple responsibilities, determine priorities, and track details in a highly dynamic and fast paced
environment. Experience with private and/or public social service agencies desirable.
Must be sensitive and competent to serve clients from diverse cultures and backgrounds and have the ability to
handle emergency/crisis situations. Ability to work independently with minimal supervision. Flexibility of
schedule required, evening and weekend work may be required as crisis situations may necessitate staff to
respond to outside of normal schedule. Must have completed or be available to complete the required 60HR
Domestic Violence Counselor and Human Trafficking Caseworker Training (CA Evidence Code Section 1037.1 &
1038.2) within 3 months of hire. Successful background and criminal clearance required, including but not
limited to, California Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Department of
Motor Vehicles (OMV). Proof of a valid California driver’s license and reliable transportation, proof of
automobile insurance (listed as covered) and maintain an acceptable driving record as required by our
insurance.
