Anti-Trafficking Caseworker III

OVERVIEW:
This position falls within the Case Manager job classification. Reports to the Human Trafficking Task Force Manager and constitutes a member of the Human Trafficking Prevention and Intervention Department. Provides trauma informed, client centered, culturally and linguistically appropriate advocacy, case management and supportive services for human trafficking survivors identified through the Ventura County Human Trafficking Task Force. Caseworkers will help individuals heal from their trauma and establish their autonomy through a broad array of holistic supports which include case management, crisis intervention and in-person response. Supports all law enforcement partners both local and federal to assist with crisis response needs and operations for human trafficking screening, identification, advocacy, and support. The caseworker serves as a Human Trafficking Caseworker pursuant to Evidence Code 1038.2, as well as a domestic violence counselor as stated in California Evidence Code 1037.1. This position reports to two confidential shelter locations but can report to multiple Interface locations including Camarillo and Ventura offices.
DUTIES:
- Respond immediately by phone to victims and other callers through the 24/7 crisis hotline, conduct in-person intake and assessments and provide comprehensive case management and support to clients
- Coordinate referrals and linkages to other community resources
- Provide or facilitate client transportation to and from appointments
- Serve as liaison with community partners and volunteers
- Complete and submit timely documentation on each required service according to contract and/or program requirements
- Develop a goal-oriented care plan, monitor client’s response to interventions and update or modify plans as needed
- Facilitate psychoeducational groups for clients
- Coordinate and attend community outreach events
- Develop and maintain collaborative partnerships with public and private community agencies including housing providers, landlords and property management partners
- Assist survivors with T-Visa related processes including certification, connection to an attorney, and obtaining continued presence as appropriate
- Coordinate and assist clients in completing and filing applications for Victims of Crime Compensation, Safe at Home applications, court documents and credit repair assistance. The Caseworker will work with clients to explain the legal and judicial systems and processes, attend court proceedings and appointments with clients as necessary
- Support and collaborate with subcontractors as needed
- Serves as the point of contact during operations with law enforcement and other services providers (after-hours or weekend operations included) to provide HT screening, victim advocacy, and support to potential victims during law enforcement stings, court appointments, and operations planned through the Ventura County Human Trafficking Task Force
- Ability to take on-call status and respond in-person to law enforcement or medical providers from the hours of 7p-7a one to two times a week as needed
- Provides training and support for the CM I and II team members.

QUALIFICATIONS:
Associate degree or 2 years equivalent work/volunteer/relevant lived experience. Bachelor’s degree in a related field is preferred. A minimum of 2 years’ experience providing case management to the target population, or a similar group is required. Relevant lived experience is also preferred. Requires a seasoned case manager able to work with minimal supervision and able to handle a variety of client related situations. Must be sensitive and competent to serve clients from diverse cultures and languages. Must possess ability to handle emergency/crisis situations, as well as strong decision making, case management, conflict resolution, leadership and excellent time management skills. Must be comfortable and proficient in using electronic health record (EHR) systems for data entry. Must be able to prioritize tasks, organize thoughts and communicate well both verbally and in writing. Must have completed or be willing to complete motivational interviewing, and trauma informed approaches trainings within 3 months of hire. Requires ability to collaborate with agency staff and community partners while demonstrating exemplary customer service. Must be computer literate with Microsoft Office and the internet. Must be familiar with mandatory child abuse reporting requirements. Must maintain the confidentiality of the shelter locations and information about clients receiving services. Bilingual fluency is required; English/Spanish or English/Mandarin written and oral communication skills. Bilingual testing can be provided by Language Testing International and should be taken within the first 30 days of employment with scoring and certification at an Advanced level or above.
Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI, Child Abuse Index and Department of Motor Vehicles (DMV). Proof of a valid California Driver’s License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer.
